Dragon-Star Plus will provide the EC and the Member States with tools for setting a long term cooperation strategy with China in research and innovation. The proposed activities take into account the current on-going policy dialogue and the peculiarities of the research and innovation environment in China, and are based upon the outputs and the established mechanism of the previous DRAGON-STAR project.

NSFC-EPSRC-NERC Joint Research Programme

   
   

NSFC has signed the cooperation agreement with EPSRC and NERC in order to promote collaborative research programme among the scientists. In 2017, China and UK will co-fund the cooperation research project in the filed of Offshore Renewable Energy.

NSFC-DFG Joint Research Programme
   
   

According to the bilateral cooperation agreement from the German Research Foundation (DFG) and the National Natural Science Foundation of China (NSFC), both sides will co-fund Sino-German cooperation research programme to facilitate the exchange of the researchers. The funding for Chinese partners should not exceed 2 million RMB for each project.

NSFC – European Commission Talent Programme
   
   

The European Commission and the National Natural Science Foundation of China (NSFC) signed a bilateral cooperation agreement to co-fund China-EU Talent Programme in 2017 that will foster intenational talent cooperation. The goal of NSFC – European CommissionTalent programme aims to support Chinese researchers that have already obtained the funding from ERC, and will support the research visits for 6 to 12 months. The funding for Chinese side should not exceed 30,000 RMB for each project.

The deadline for application is April 15th, 2017

NSFC-CGIAR Joint Research Programme
   
   

According to the cooperation agreement between the CGIAR and the National Natural Science Foundation of China (NSFC), both sides will jointly fund scientists to start the research cooperation. NSFC will provide research and personnel funding for scientific researchers. The CGIAR Research Center provides the necessary financial support for CGIAR scientists involved in collaborative research, as well as research materials and training opportunities.

The deadline for application is April 21st, 2017

    Generally speaking, the applicant will be required to fill in a standard application form designated by the national agency managing the programme, and submit it with the required documents to the secretariat of the national agency or a host organization of the funding programme.

China will tighten regulation and revise standards on an extensive range of food and drugs

   
   

The State Council has recently issued national safety plans on food and drug safety for the 13th Five-year Plan period (2016-2020), calling for improved supervision and safety.
The plans require whole-process control and whole chain regulation on food and drugs, especially on source control and risk prevention.
The plans also said that no less than 300 food safety standards and about 3,050 drug safety standards must be revised during the five year period.

Smart farming or “Farming 4.0.” could hold the key

   
   

In Europe, Precision Agriculture (PA) and the integration of digital technology are set to become the most influential trends in the sector, as a growing number of farmers start to adopt digital technologies to run their businesses.
According to the machinery industry in Europe, 70 to 80% of new farm equipment sold now has some form of PA component technology inside. There are 4,500 manufacturers, producing 450 different machine types with an annual turnover of €26 billion. The sector also employs 135,000 people.
However, the uptake of Precision Farming in Europe is still very low. These technologies are still expensive to most farmers, especially for the smaller ones. Europe is also facing an ageing workforce on farms. In many EU rural areas, Internet access is limited and this holds back the use of big data.
The EU is pushing for a digital revolution within the agricultural sector by supporting specific schemes and offering financial incentives to farms.

Conference of EU-China Collaboration on 5G and Internet of Things Research

   
   

The project EXCITING (EU-China Study on IoT and 5G) is proudly announcing the first conference that will be held on March 9th, 2017 in Beijing, China, with strong support from Huawei, one of the partners of the project consortium.
The one-day event aims to present and showcase some of the latest development of 5G and IoT in both the EU and China, covering topics including EU-China S&T cooperation priorities in the fields of ICT, standardisation, cooperation on large scale pilots and testbeds, as well as to identify potential ways forward towards bettercooperation between both sides in these two fields.
